The AP is jumping the gun there using the word "likely". Arkansas has a lot of faults and earthquakes naturally. I have no idea whether there could be any human caused impact on earthquakes, though the magnitude of forces involved in earthquakes is so large it seems questionable. BTW its not fracing per se that's the subject of the moratorium, it's the injection of waste water associated with fracing. Also the moratorium doesn't cover the entire state, just an area.
