Tapping the reserve would just make us more weak and wouldn't have but a minor short term effect on oil prices if any at all.

Considering? Considering? How about "allowing" deep water drilling in the gulf like Brazil who you are assisting with billions of dollars. Are they our dollars or borrowed dollars?
