I would still disagrre with you. Many things can and are kept secret. The scandals you see have much more to do with character assasination than a lack of secrecy. Secrets get kept until it is politically useful to break them. Show me someone who can get political mileage out of telling the american people that the Fed is working to save their retirement funds.

If the Fed was manipulating to soften the fall, that would entirely fit with pulished reports about their plans in the event of a market crisis
