I think it's already implicit. And note that I am not criticizing the Chinese government for any domination of other parts of the Chinese state that were acquired PRIOR to the founding of the League of Nations, or even the United Nations.

The ending of the First World War ushered in a period of decolonization and dismantling of empires across the globe.

We fought the entire Second World War for the purpose of thwarting new empires from being established.

We confronted the building of a Soviet empire..

And lastly, we confronted Saddam's attempt to expand his territory via conquest of Kuwait.

I see no reason why we should not maintain the same emphasis on preserving existing borders, while preventing accumulation of additional land accumulation by use of force.

Now if you and TJ wish to roll back that trend, and re-legitimized the acquisition of territory via force of arms, then that's a whole different perspective. And I would wage that the US possesses the greatest ability to conquer and annex the territory of many existing countries.
