A country has USD1 trillion. Wayo is played. Bring is a few mercenaries. They do the job. Press show the images to the ignorant masses. Country gets its assets frozen. Then they use this assets to pay fabricated "damages".

Iran is pissed with the US because -after Sha's departure- it did exactly thast with their assets which were frozen and the US courts doled out them to whomever they wanted.

There is even, to this day, a warehouse full of spare parts (paid of course) for outdated military planes in the US. The parts were embargoed.
