Er... I think you are missing the main point....

SOME projects just are too big, too long and expensive to accomplish before returns can be reasonably certain, or returns too disperse (interstate highway system, trans-continental railroad, Panama Canal, etc.) for private enterprise to ever undertake by itself.

But that doesn't mean that the interstate highway system, or the trans-continental railroad, or the Panama Canal aren't, and weren't, EXCELLENT ideas and well worth the dime.
