(But is that the same way that the "market" arranged for the building of the trans-continental rail links? Or the interstate highway system itself? Or the Panama Canal? <g>)

the trans-continental railroad was built with private companies.

there's no way anyone can prove it, but i believe both the highway system and the panama canal would have been better if they were privately built. a free market would have built them both. government wasn't needed.

The Interstate highway system was built by the federal government so a jet could have a place to land just about anywhere in the country and so missiles could be transported by truck as well as rail. As far as I know the railroads were built by selling stock.

The Panama canal worked until Carter decided he would give it back to Panama.

Your examples both cover something everyone knew would be a benefit to moving primarily goods not people. Freight pays the way and no business is clamoring for HSR right now - if anything they want to move goods from China to the USA faster.
