Supposedly every cloud has a silver lining. China offers assistance and for the first time Japan seems ready to accept. This may help heal hard feelings felt since WWII. A small solace I know but a solace just the same.

I would not call that "American arrogance." It is just another example of Obama arrogance and his complete detachment from anything that is not centered on Obama himself.
