Both! Electric cars don't perform poorly, they just have range limitations. High cost is not a barrier but a manufacturing reality - those batteries are just plain expensive and made from fairly rare materials. Range limitations - nice euphemism for poor performance or perhaps it's just another market barrier. Maybe odumbo can wave his hand and pass a lower standard or something.
