I have been wondering about something and have not been able to find references to it in the stories posted. BWR reactors of the type Japan has -- these typically require power to run the hydraulics to insert the control rods. Have the failsafe systems at these plants inserted the control rods?? Do they do this at first indication of a significant seismic event?

I read a post somewhere that said control rod insertion only brought power produced down to 1/2 -- I find that hard to believe.
