I suggest that there has been no nuclear disaster (yet) in Japan. So far what has happened to the Nuclear Reactors has confirmed the efficacy of safety provisions built into them. Of course, the final chapter has yet to be written.

All reactors built prior to 1990 should be shut down period.
All have a life span of x years, you don't extend them because you go in and put a few bandages on and say OK now they are good for another 10 years
However for that we need politicians that cant be bought...tough to find
