Your mentioning China brings to mind another point. Its not just that the resources will be extracted elsewhere, if they stomp on the imports, or stomp on polluting industries in general, then the production shifts elsewhere. China is perhaps the most recognized destination, although far from the only one.

The combination of policies could move from a situation where you have mining a resource in the US, that's then transported for production in the US, to mining a resource in Africa, which is then transported to China for production to intermediate or finished goods.

Even ignoring concerns about international competitiveness, all else being equal which seems more environmentally friendly to you?
