Its a fallacious argument because if you don't know the possibilities the argument doesn't take you anywhere. There is a non zero possibility of all sorts of horrible things. Arguing that you've made the case for some effort to oppose one just by stating how bad the possible calamity is (which that guy didn't do with any real level of information either) is sort of like saying that since murder is such a horrible crime we have to convict the defendant unless we can be nearly certain he's innocent.
