99% payoff does not mean that there is a jackpot 99% of the time. It means that 99% of the money going in is awarded to players. Yes you probably would not see a large jackpot for many days. But of course machines need to be fed a lot of coins before they will pay off.

I have been to casinos in Reno, Vegas and Lake Tahoe. The percentage pay out of the machines are very high. There are advertisements everywhere luring people in with 99% pay outs.

All I am saying is that gambling works off of extremely small profit margins. I get very concerned when a company states expected revenues from gambling. The number always looks so large. Meanwhile the profits are such a small percentage.
