I use Webphone 3.1 <www.netspeak.com> mainly. The audio quality on Internet phone 5 from Vocaltec is good too but the interface is a zoo. <www.vocaltec.com>. You can call to telephones with it too.
ALso, try www.net2phone.com to call from computer to phones but this only really pays if you are outside the country calling into the US.
If you don't want to pay you can try Intels Videophone or Microsoft's Net Meeting. They have a standard that lets you call other internet phones.
Voice gets second billing on the net so the quality of the transmission depends on the amount of traffic on the network. The more traffic the more chop. Really helps to have a T1 line. The faster the modem the better too.
Interestingly some of the clearest connections are to half way around the world to Australia.
