Even Iran today has the underpinnings for a revolution that could take them to something other than what they now have. There is the possibility of stuff going way wrong, but there is also the possibility of things greatly improving for us as well as them. When these opportunities present it only makes sense to jump on them and encourage them (unlike what O did with Iran).
