You cannot impose a government on them and you cannot know in advance what kind of government they will choose for themselves (see: Iraq). So we can't know with certainty where they'll end up.

We can only make a judgment as to whether it will be better or worse for us, all things considered. And there is little doubt that we'd be better off getting rid of Q. It will be years before we know whether the person who replaces him is better or worse but at least we can have a role in the process so we can look for our own interests.
