We don't usually put coal plants, or much of any plants of almost any type, in cities any more. Not only is there the pollution issue, but also city land is more expensive.

Safe is a relative term. Nuclear plants (and yes I'm including Chernobyl in this despite the fact that even the oldest plants in the richer countries are safer than it was), have killed less people than other major sources of energy.
