Because, Dave, with Dumbfuckistanis, if you offer them an incandescent bulb, which they'll need to buy FIVE of to equal the life of one CFL bulb, and which will COST them five times as much over their service life in energy costs, but is five times less expensive than a CFL bulb at purchase time, the Dumbfuckistani will buy the cheaper bulb. The math skills of the Dumbfuckistani are not well developed, or ever used.
