Americans for a Balanced Budget Amendment

Dear ABBA Member,

We now have over 1500 members in 48 different states. We are proud to be the the first national organization still in existence that has been pushing for the balanced budget amendment to the United States Constitution as its only goal. Since it is virtually impossible to pass any amendment to the U.S. constitution without broad support from both Republicans and Democrats, we are, and shall remain, totally non-partisan.

Because passing a flawed amendment will do little good to solve our deficit problems, our organization is pressing hard for an amendment which eliminates any loopholes
(such as the "war loophole"). Congress has shown itself to be quite adept at bypassing any mandate which constricts their ability to deficit spend. Gramm-Rudman, and "Pay-Go" requirements are prominent examples of failed attempts to reign in deficit spending. Simply put, we are advocating for an amendment which requires a balanced budget each and every year unless a super-majority (such as greater than 66%) of both Houses of Congress vote to allow deficit spending for a single year only for national emergencies. Likewise, we favor any provision which allows for deficit spending for war to be good for a single year only and that it be renewed on an annual basis if necessary. This would prevent unlimited deficit spending for an indefinite period of time while we are engaged in low level military conflicts....
