From what I've been able to gather, the intention is to negotiate each mining contract separately. It doesn't seem like the most efficient way to go about it, but that is how they are proceeding for now. It sounds like the windfall profits tax may be the most difficult point to negotiate. Hopefully we will see something within...two weeks.
