In energy case government nurtures future source of energy.

I believe using the surplus corn for ethanol prepares the industry for the next level where other sources of raw mnaterials will be used to produce ethanol.

In absence of government intervention market actors would not bet on that ethanol market.

Once it creates critical mass governmemt lets it go.
well, that is the theory but governmemt is in the hands of people called politicians.

The ProExporter Network estimates that the ethanol industry will provide the equivalent of approximately 1.2 billion bushels of livestock feed, in the form of distillers grains and corn gluten feed. Kansas Corn Growers Association President Bob Timmons, Fredonia, said a more accurate reporting method by USDA would give a more precise picture of corn use in ethanol.
