Bernie Schwartz does have friends in high places... high enough that he was offered the position of Secretary of Defense. He turned that down... for this, basically.

I learned from GSTRF investor relations folks that the TTC engineers asked for just a 30-day period for continued testing. The two month delay was to accomodate the launch availability. There just wasn't a slot open in 30 days, otherwise it might have been just one month launch delay.
