There is, or was, no requirement for new borns to be register for a Social Security number at birth. The number, however, does appear to have a regional basis of some sort. I think I was 18 when I registered, and that was not in the state of my birth. My number shows where I registered, not where I was born.

My brother registered at the same time I did, and his number is one removed from mine, though he was not born in the state where we registered, and not even the same one where I was born.

Not arguing for or against the issue, just presenting a fact missed in the story.
