So, how about we make it impossible for a crazy person to get a gun? We can do some things in this regard but impossible is not possible. Make private, unchecked sales illegal. Force gun sales, even by individuals, through dealers who do the background check. Only if the checks are made free - but your assumption is wrong from the beginning since most crime guns are stolen or loaded by the legal owner according to crime statistics.
