The literal meaning of the word was important here because while the idea was literally ideological, it was not ideological + all the other baggage your throwing in to the term that isn't actually part of its meaning.

Energy is important for national security. That doesn't get you to "Energy should be heavily subsidized". Maybe with a lot of additional facts and argument you could make a case, but you don't provide either.
