Well, give Omama credit: HIS Dem controlled House and Senate SHOULD have taken care of this last October, 2010 to be exact. Was he out playing golf or whatever else, and just neglected to notice until now???? "I cannot have our agencies making plans based on two-week budgets," Obama said.
