I suspect this is just a circus for our entertainment, or frustration as it were.

Congress should have passed a budget in 2009. They didn't. They keep passing continuing resolutions because they can't agree on whether to add a half cup to the ocean of debt or a full cup. Neither action will change the sea level, so the disagreement is just grand standing.
