Note the date on the article......the day before the WI elections. The guy is almost prophetic. Powell had to have known......he had to have access to high level scientists that told him you wouldn't make bioweapons in a truck with canvass sides for fear of the germs(?) being released to the country side. One wouldn't produce toxic gases in an open sided truck for the same reason. However, a truck with removable sides, eg role up canvas, would be necessary to produce hydrogen or other explosive gas so it wouldn't get concentrated in an enclosed space. I have had a lot of experience with that situation. Saddam kept saying the trucks were for hydrogen used in weather balloons.... The Brits confirmed this...
