Because GE Capital lost a ton of money. Losing money is not a tax saving strategy. Had GE Capital MADE money, you damned sure would have been demanding they pay taxes on those profits.

This is a basic principle of taxation ("wherewithal to pay") that was established by the Supreme Court in the mid-1940s. It is a principle almost ALWAYS (there are a couple of exceptions) adhered to in the tax law. A PERFECT EXAMPLE OF IT IS PRESENT IN THE CONSUMER BANKRUPTCY LAW, which provides that you do not pay tax on income generated by a bankruptcy proceeding, even though you have profited substantially as a result, so long as it does not leave you more than solvent.
