Germany's central bank has been in the gold lending business already as have many central banks. The addition of more gold lenders will not effect the price of gold, it will only efect the gold lease rate. The only connection to the price of gold is if the borrower is a hedger who wishes to sell forward production. Since there are already sufficient lenders additional lenders will have no impact.
