I don't claim any expertise on the technology involved but I assumed that the mandate would be to adjust the volume of the commercial to match the surrounding programming, not to an arbitrary, absolute volume. I would think that could be done automatically. Even better, specify some standard volume at which everything would be broadcast so you don't get differences when you spin through the channels. Obviously there would be some loud parts in any programming but each would have a baseline volume. Like in a sports event, the announcers would be the baseline and the occasional cheering would be louder.
