I presume you are kidding,.- TARP was promoted after most investors lost substantial amounts of money as a "gap stop" procedure before total collapse.

TARP did not bail out investors at 100 cents to the dollar but at substantial lower rates even at 20 cents to the dollar. So even if they recovered 30% of face value TARP made money but some one lost at least 70% of its investment, including overseas investors that have nothing to do with the US treasury.
