I don't (in my entire time in practice I ran into maybe three individuals who kept offshore accounts, and none were tax motivated).

But if a middle class person DOES choose to maintain an offshore account, the rules are the same as for a wealthy person who does the same thing.

OF COURSE he doesn't. He's an ARKANSAS tax accountant! Hell, he probably knows about five people with passports, and he doesn't trust them!
