There was probably some foreign policy motivation associated with the tax breaks for locating jobs in another country.

I don't know this to be a correct, but one example might be encouraging US companies to build factories on the Mexican side of the border to reduce the number of illegals coming to the US and putting a drain on services and tax revenues.

Something like that might cost "X" jobs and tax revenue, but save "Y" education, health care, and crime related spending on illegals. If the latter is greater than the former, it's a good deal.
