Exactly.

Neither party seems to appreciate what a fluid and situational group the "poor" actually are. Lefties see millions mired in muli-generation ghettos that require an endless stream of new programs. Righties see millions of lazy welfare queens bilking the system.

Statistics reveal that most welfare is temporary and brought on by situations---most commonly divorce, illness, or debilitating accidents. Other situations are natural disasters---floods, fires, etc.

Any year that a family has such a disruption of income as to trigger them receiving an EITC, that family is counted as "poor" in the compilation of government stats. Did you know that? In fact, such a family may have assets and money in the bank, they just had a year of really low earned income.
