We have to wait and see who will handle the details for Obama on his new revisions to his February long-term budget plan.

What has the "who" to do with the "what". I bet I am missing your point. What are you after. You want to know which Defense program is on the chopping block or that the spending on Defense has been reduced by $$$$.

Your point was that "Obama didn't do details." My point is that he did them and understood them well. Witness his detailed defense of sometimes small items in the healthcare debate in an unscripted but widely televised debate with congressional leaders.

If you are asserting the often asserted notion that he gave broad guidelines for the kind of healthcare bill he wanted and then left the specific drafting up to members of congress, you are correct. It's an observation made repeatedly.

But that specific act doesn't generalize itself to the overall claim the he doesn't do details. As if he doesn't understand the details.

This is definitely not Reagan nor GWB about which it could honestly and critically and devastatingly be said that they didn't do details. Nor understand the details.
