Nothing is a standard practice anymore in Congress. The only thing standard and certain is partisan bickering. Besides, I wonder why Pelosi thinks she should have been involved and took offense that she was not when the Senate minority leader who was also not involved didn't feel slighted. The President is on record that he was not thrilled at the kiddish behavior of the House and the Senate and that if they couldn't work things out he would call then "to give them a talk" Did Nancy Pelosi want to be part of that team? If she wanted to, then wouldn't it be foolish on her part?
