Yes, I posted it wrong, it was meant as a reply to 224.

Fernando Henrique Cardoso (President 1994-2002) wanted to do these reforms in his second termn strated 1998.

He had two problems:

The Asian Crisis of 1997/98 effects and Lula's PT did not support the reforms.

Lula didn't do them either.

Dilma, I am not sure she will. She wants a second term and those reforms may turn to be unpopular.
