I agree with that appraisal also. We saw a lot of that during the tech bust. A lot of executives started to believe their own hype. I would not use insider buying as the only metric. There still has to be underlying story that people are ignoring and you have to know and respect management. There are still a lot more mediocre managers than excellent managers and sometime even excellent managers lose there way, just look at John Chambers at CSCO.
