Part of the reason Detroit became a one industry town, and a bigger part of why it remained a one industry town decades after the benefits from that industry started to decline, is because they made things expensive and annoying for other industries in terms of taxes, regulations, and slow/inefficient processing of companies attempts to comply with regulations. On top of that they have horrible public schools, and some other problems with how well they provide government services.
