When location data is used for iAds, which by the way requires the user to allow that, only current location data would seem to be useful.

The caching thing looks like it will turn out to have been just a bug.

Your legal questions are probably best answered by lawyers, and by people who have actual familiarity with the situation vis a vis the code, why the data is cached, and whether or not there's any indication that Apple may have accessed these location databases.

I, for one, can't imagine why they'd give a hoot, so I can't imagine them bothering.

How exactly does Google maps work on Android if Google can't see your location?
