That's Article 13 of the UN Declaration of Human Rights, and Article 12 of the Covenant on Civil and Political Rights, both of which the US is a signatory.

The Declaration is not a treaty, and is not binding except as a statement of customary international law. The US reservations to the Covenant limit the Covenant as a non-executory instrument that does not create a private right of action.
