But you have to know where the towers are, or you can't get a geo-location from them. It makes no sense to triangulate on towers that have no reported location. If you're going to use geo-location for determining where you are on a map, you need to download the data to the phone. I'm not aware of a need to store the data for later use unless you are keeping maps of your walks or other trips.

But you are right in that the cell tower system doesn't need your geo-location to keep you connected as you move around.
