Arun, that EB-5 system is absurd and something only kleptocratic bureaucracy could come up with. If you think that is even slightly related to the idea of Tradable Citizenship, I haven't explained it well enough. Here's the rough draft: mqurice.blogspot.com

No muss, no fuss. No complexity. Just plop money on the table and hey presto, instant citizenship. Admittedly there'd need to be an identification process such as finger prints, iris scan, voice recording, DNA analysis, and passport completion. That's all easy enough and cheap enough. 23andMe does a good job for $200 for DNA.

The USA government could sell 1 million citizenships a year and pay off the national debt in no time. They'd be worth about $1 million each. People could buy them either directly from the annual issue, or at market prices from people selling theirs.

Some other people have figured out that Tradable Citizenship is a good idea [though their version looks too messy to me] cuca.org.uk and their spelling is poor.
