They're not including any triangulation information, though. Just the locations of the towers. And this information is used by your phone in providing location based service.

That's exactly what I have been thinking. In my area, which is a high density area, these transmission and receiving towers are quite common. What about measuring signal strength from ones' phone and, as you mentioned, triangulation. Not being an electronic expert, I would think my exact position, within error, could be determined.
