Too bad we did not mop up Saddam's "elite" guard unit when they were at our mercy. Too bad we allowed his armor to escape (that which hadn't been wiped out earlier), too bad we didn't have the stomach to do more decimation - we've lived to regret it today. And Saddam sees that reluctance as weakness on our part so he plays his little games when it suits him at minimal cost.

Too bad we are so concerned about the sensibilities of certain coalition partners that we pulled punches then and still do so today. Let 'em deal with a fait accompli - the Kuwaitees had to until we saved their "bacon" (which they can't eat) and they had no compunctions about doing what had to be done if we'd only been willing to ignore the PR possibilities in having fought the "100 hour war".

What were we trying to accomplish - outdo the Israelis' big Six Day War win by 44 hours? This isn't about PR, it's about the kinds of threats you mentioned and they haven't gone away because we made nice-nice to Saddam back then.
