Carriers used to keep the precise locations of their towers secret, so they alone could triangulate your location based on the signal strength of the towers your phone was associated with. When Google first unveiled their My Location service (for feature phones), it was made possible because they had crowdsourced the mapping of cell tower locations by reverse triangulating them from GPS-enabled smarphones running Google Maps. Apple has done the same, but that database of cell tower locations is still valuable even if it's not unique. Same with the wifi access spots.
