The WH posted the "original" pdf on the website and printed out hardcopies of it using a printer and then handed out those copies.

One of the copies went to the AP, who scanned it so they could have a digitized copy instead of a hard copy.

Taking the "original" pdf from the WH's website and using Illustrator, it can be clearly seen that someone manipulated the document using 10 different layers to make the changes.

You can't do the same thing to the printed hardcopy that was passed out to the AP because it's just that - a hardcopy that's been scanned by the AP. You can't see the layering.

I tried it out with my version of Illustrator and it's very clear the document has been doctored.

In those places where it's clear that the data has been changed, you have to ask why? It's numbers. Try to imagine it being a different number - any number - and it's hard to imagine what difference it makes.

It's also curious about the background being different. That doesn't make any sense unless someone cut and pasted it on top of itself. But that doesn't make any sense.

The document has been doctored. The question is why. What was changed really has no impact on the basic information.

The only other explanation is the whole thing is a forgery and created in Illustrator using the background from another similar BC. Still doesn't make sense.
