I assume that they charge the client company more to let them have access to additional (or special) funds. e.g. with my wife's 401k at Vanguard, she can put her $ in S&P500 fund which has a .20% fee. They'd make a much bigger fee if she could put it in the precious metals fund. Like cable -- if you want the good channels, you need to get an expensive package upgrade.

Just my theory.
